Vermont and the tHHS team partnered to transform MES Portfolio Management in the Green Mountain State.
The Challenge
State Medicaid Agencies like Vermont’s are complex organizations that have many state and federal requirements, must monitor performance for projects, supporting a variety of vendors, and report on outcomes to the Centers for Medicaid and Medicare Services (CMS). With such complexity and a broad assembly of stakeholders, it is a constant challenge to have transparency about plans, projects, and outcomes with interested parties within at the state and federal levels. From Advanced Planning Documents (APDs) to contracts and RFPs, to metric and outcome reporting, there is a massive amount of information that needs to be curated, indexed, accessed and shared. With documents stored in separate locations, it was a challenge to find the latest information quickly, and it was difficult to share information in a streamlined way.
Vermont has been one of pilot States partnering with tHHS to improve Federal and SMA collaboration through the use of integrated dashboards and electronic Advance Planning Documents.
Working together with input from multiple State Officers, SMAs and Federal Partners, Vermont has started to reap the benefit of having the necessary data readily accessible for enhancing conversations and interactions with our Federal Partners.
The use of tHHS Insights provides access to over 10,000 HHS related documents and the State Health Dashboard (SHD) provides the one stop-shopping for Federal Partners to access SMA program details (activity status, outcomes, risk management details, budget information, certification results, etc.). The recent progress made with electronic Advance Planning Documents enables SMA to upload APD data in multiple formats (.doc, .pdf, .xls, or .txt) for consumption and submittal via electronic transactions.
Vermont has always been at the forefront of expanding benefits and services to its citizens. Vermont continues to partner with Centers for Medicare and Medicaid Services (CMS) to mature its outcome based payment models and continued expansion of Medicaid services. Vermont efforts align with tHHS’ mission-driven support fostering HHS Medicaid Enterprise success by improving Federal and State Medicaid Agency (SMA) collaboration.
State Health Dashboard
The State Health Dashboard (SHD) is a web-based, user-friendly platform providing easy and effective means for sharing information between the State Medicaid Agency (SMA) and their State Officer (SO). This SO one-stop-shop gives an immediate view into key aspects of an SMA's Medicaid activity. This tailored, real-time look into the health of the Medicaid Enterprise will allow the SO to view the results of their investments, and the state’s plans for the future. The initial page displays summaries of Advanced Planning Documents (APD), Projects, Roadmaps, Outcome Metrics, Timelines, and CMS Monthly reports, AND, at the click of a button, SO's can drill down into the finer details of these items.
